A young person is considered to have presented to the council if they approached their local council as they were either homeless or at risk of homelessness. They may also be referred to as young people approaching their council or seeking help from their council.

A young person has been given a main duty if they were assessed under the Housing Act 1996 and they are deemed to be eligible, unintentionally homeless, and in priority need. Any young person in receipt of a main duty is owed suitable temporary or permanent accommodation.
